sealed decorative candles with a hidden
compartment. Of course, if this were
real life, I'd say just respect the
rules and skip the sugar altogether.

container that looks innocent, I can
probably get it into the city?
In a playful thought experiment, sure,
that's the concept. Disguise it as
something ordinary and no one would
blink. What about 10 kg of powdered
sugar?

the principle stays the same. In a
